Base pay range
$62,004.00/yr - $108,666.00/yr
Performs transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level follow standard practices that do not require frequent supervision of details.
Essential Duties:
- Acts in an advisory capacity on administrative, technical, regulatory and engineering aspects of transportation.
- Assists in developing and/or monitoring budgets.
- Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
- Performs complex planning work such as plan review, calculations and assisting in transportation planning studies.
- Analyzes and assists in the resolution of contract problems and disputes.
- Assists project managers to establish realistic and achievable schedule baselines.
- Assists with design, computer operations and plan preparation.
- Coordinates and/or monitors assigned projects/programs/plans.
- Coordinates maintenance matters with Area Engineers.
- Coordinates phases of preliminary design and revisions in PS&E with districts, divisions, Administration, the FHWA, contractors, fabricators, Corps of Engineers and local entities.
- Develops and/or reviews engineering related documents, correspondence, reports and remediation plans.
- Develops and/or reviews environmental documents and prepares remediation plans.
- Develops standards in conjunction with TxDOT divisions and districts and the Federal Highway Administration and ensures compliance with National Bridge Inspection Standards.
- Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
- Interprets maintenance standards, rules, methods, procedures, practices and policies.
- Interprets manuals and required guidelines for traffic operations.
- Makes presentations and represents TxDOT.
- May serve as a lead worker and the related tasks.
- Performs and/or coordinates the review and processing of Plans, Specifications & Estimates (PS&E) submission, special specifications or special provisions.
- Performs data collection, analyses, forecasts and plan development.
- Performs pavement designs and makes recommendations.
- Recommends bridge replacement, bridge rehabilitation and repair of damaged bridges.
- Reviews designs and detailed drawings of bridges and related structures prepared by other engineers and technicians.
- Reviews, processes and certifies project design plans developed by consulting engineers.
- Uses department's enterprise Critical Path Method (CPM) schedule and resource management tool to accomplish scheduling and resource management of transportation projects.
- Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for transportation projects.
- Writes/reviews proposals and estimates for letting.
- Performs other job responsibilities as assigned.
Minimum Qualifications:Transportation Engineer I:Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Experience: 4 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis . Substitutions for Minimum Qualifications
Transportation Engineer II:Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Experience: 5 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Transportation Engineer III:Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Experience: 6 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Licenses and Certifications:
- Valid driver’s license. This position requires driving a state vehicle.
- Licensed Prof Engineer*
- Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

- Hydrologic and hydraulic engineering principles, practices and methods and the application of engineering theory

- Applying engineering principles, practices and methods in job responsibilities
- Performing basic design and drafting
- Planning, coordinating and handling multiple projects within area of responsibility to meet short and long term deadlines
- Monitoring the status and progress of projects
- Leading, assigning, reviewing, and monitoring the work of others
- Using computers and applicable programs, applications, and systems
- Maintaining a safe working relationship
- Initiates and supports quality management activities and performance management measures to provide the highest quality products and services that meet the needs and requirements of internal and external customers
- Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals
Physical Requirements and Working Conditions:
- Subject to inside and outside environmental conditions
- Sedentary work: Lift up to 10lbs at a time and occasionally carry files/small tools
- Balancing-walking, standing, crouching on various surfaces without falling
- Lifting-raising objects from lower to higher position/horizontally to a different position
- Fingering-picking, pinching, typing; working primarily with fingers rather than whole hand
- Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
- Visual Acuity-operate motor vehicles and/or heavy equipment

Position InformationTXDOT's Dallas County Area Office is looking for a Design Specialist/Design Engineer to join the Dallas County design team in a Project Manager role, directly responsible for designing, managing, and coordinating plan designs for various construction projects throughout Dallas County. In this role, you will assist with project planning and development for projects involving constructing, maintaining, and repairs of our highways, bridges, and other transportation infrastructure within Dallas County. This will include assisting in coordinating bridge action-item repairs designed by the Dallas Bridge design group, and incorporating them within your design projects to facilitate on-going infrastructure repairs, as well as manage & coordinate project deliverables assigned to other Dallas District in-house design groups. While working closely with co-workers within the Area Office design team, you will build and oversee entire projects from the initial scoping & design stage, all the way through the Letting and Bidding process.
